Optimization of the Implementation of E-Tilang in Handling Traffic Violations
Abstract
This research is motivated by traffic violations that are indirectly caused by the growth in the number of motorized vehicles each year. Illegal levies activity by officers, the number of violators who choose to be processed through the trial, and convoluted ticket transaction mechanisms have become some of the reasons for implementing the e-ticketing program by the traffic unit of Polrestabes Bandung. The author uses research literature as well as conceptual literature. The theories and concepts used are the concept of optimization, the concept of traffic violations, the concept of traffic law enforcement, the concept of utilizing police technology, the concept of security, safety, order and fluency in traffic, diffusion theory of innovation, S.W.O.T analysis theory, and 5M elements of management theory. This research was conducted using a qualitative approach, with field research methods. Data collection techniques carried out by interview, observation, and document review. Data were analyzed using data reduction techniques, data presentation, and drawing conclusions. The author conducts research to analyze the application of the e-ticketing program, factors in optimizing the e-ticketing program, and a form of optimizing the application of the e-ticket program in traffic law enforcement by the traffic unit of Polrestabes Bandung. A ticket transaction mechanism has changed in the traffic unit of Polrestabes Bandung, from conventional speeding tickets to e-speeding tickets. The application of e-ticketing has not yet gotten the optimal results. Many citizens have not fully understand the application of e-ticket. The e-ticketing program is still considered more complicated and the fines applied are felt to be more expensive. However, e-Tilang is recognized as having a very important role in the efficiency of evidence collection. The application of e-ticket has been running for a long time, but the optimal results have not yet been obtained. It is recommended to make a procurement device to facilitate input of violation data, providing incentives for Bamin speeding tickets, and providing a separate EDC machine for violators to facilitate payment.
